The Governance Framework has five management levels. Governance/Strategic Direction - The Leadership Council governs the Coalition and is responsible for all key decisions.
- The Leadership Council provides strategic and operations direction to the Secretariat; through the Secretariat to the Management Committee; and to those committees reporting directly to the Leadership Council.
Advisory Support:
The following three standing committees provide direct support to the Leadership Council in carrying out its responsibilities.
Executive Committee - The Executive Committee acts on behalf of the Leadership Council between Council meetings. The Executive Committee provides operational and administrative support to the Leadership Council between meetings by assisting in the development of Council agendas and reviewing supporting documentation on route to the next Leadership Council meeting; by providing operational advice to the Co-chairs of the Council between meetings; and by handling urgent situations.
- With direction from the Leadership Council as required, the Executive Committee also deals with matters relating to the Leadership Council’s role as an employer; acts as the policy committee (other than financial policy); and undertakes AGM/nominations committee functions on behalf of the Leadership Council.
Finance, Funding and Audit Committee - The Finance, Funding and Audit Committee provides strategic and operational advice and assistance on current and future funding/fundraising matters to the Leadership Council.
- It plays a key role in securing the funds needed to carry out the strategic and business plans of the Coalition and ensuring funding sustainability by generating new funding from current and new sources in a timely manner.
- In addition, the Finance, Funding and Audit Committee assists the Leadership Council in discharging its oversight responsibilities with respect to finances, financial reporting, financial policies and internal and external audit.
Experiential Advisory Committee - The Experiential Advisory Committee provides current information on the state of and emerging issues related to homelessness in Greater Victoria to the Leadership Council on a regular basis and/or when requested through meaningful engagement with people who are homeless or have experienced homelessness.
Management Direction: - The Secretariat provides operational leadership to the Coalition. The Secretariat is the overall management arm of the Coalition and the principle conduit between the Leadership Council, the Management Committee and supporting Working Groups.
- The Secretariat operationalizes the strategic and operations direction provided by the Leadership Council. Its mandate is to meet the strategic/operational goals and objectives set by the Leadership Council through effective business planning, financial management, communications, project management, coordination of supporting committee structures, and administrative support services.
Operational Management: Management Committee
- The Management Committee is the primary operational support committee to the Secretariat.
- In collaboration with the Executive Director, it has primary accountability for:
- providing advice on how best to operationalize the strategic and operations direction provided by the Leadership Council through participating jointly with the Executive Director in the development of an annual or multi-year Business Plan;
- implementing the Coalition’s annual or multi-year Business Plan; and
- providing management direction and oversight to the Working Groups.
